Size And Height Limits.

Detached ADUs in Santa Rosa can be up to 1,200 square feet, with height limits of 18 feet for single-story units and 27 feet for two-story units. That is one of the more generous detached allowances in the North Bay.

Attached ADUs can be built to whichever is greatest: 50 percent of the main residence's floor area, 850 square feet for a studio or one-bedroom, or 1,000 square feet for two or more bedrooms, with the same height limits as detached units.

Setbacks, Design, And Neighbor Privacy.

Setbacks vary by zoning district, but the typical pattern is 20 feet from the front property line, 8 feet from corner sides, and 4 feet from side and rear lines. ADUs must also demonstrate architectural compatibility with the main house by matching key exterior elements.

Santa Rosa adds a privacy layer for two-story units: balconies, windows, and doors on second-story ADUs must protect neighboring properties, using techniques like obscured glazing, windows placed above eye level, or openings that face the primary dwelling. A single-story Abodu sidesteps those second-story requirements entirely.

Parking, Eligibility, And Unit Counts.

Santa Rosa requires one dedicated parking space for most ADUs, but the exceptions are broad: no parking is needed for JADUs, studio ADUs, units under 750 square feet, ADUs in historic preservation districts, or anything within a half mile of public transit.

Any residentially zoned lot with an existing or in-progress primary residence qualifies. Single-family properties can add one ADU plus one JADU. Multifamily lots can take up to eight detached ADUs, plus conversion units totaling up to 25 percent of existing unit count built within non-residential parts of the building, such as storage areas.
