How Palo Alto Handles ADU Permits.

Palo Alto follows California's statewide ADU framework and layers its own zoning and design standards on top. ADUs are permitted in every zone that allows single-family or multifamily housing, including mixed-use districts, as long as a primary dwelling exists on the lot or is planned alongside the ADU.

The city sets a floor as well as a ceiling: any ADU must be at least 150 square feet. The city's own ADU summary handout is the best one-page reference for local standards. To see what fits on your specific parcel, check your lot.

Size And Height Limits.

Detached ADUs are capped at 900 square feet for studios and one-bedroom units, and 1,000 square feet for two or more bedrooms. The height limit is 16 feet, rising to 18 feet when the lot is within half a mile of a transit stop or shares a lot with a multi-story multifamily building.

Attached ADUs follow the same height rules and can reach 1,000 square feet for two-plus bedrooms, or 50% of the main home's total floor area, whichever is less. All new ADUs need 4-foot setbacks from the side and rear lot lines.

Design Details Palo Alto Actually Checks.

Palo Alto is unusually specific about interiors. An ADU cannot share an interior access point with the main house (JADUs are the exception and may share bathroom facilities). Kitchens must include a two-burner stovetop, an oven, and a 16-cubic-foot refrigerator/freezer (10 cubic feet for JADUs), plus countertops at least 24 inches deep and 36 inches long with a hot-and-cold water sink.

Parking And Conversions.

Here is the good news for tight Palo Alto lots: the city requires no off-street parking for new ADUs. None.
